Notification of Appointed to Vice President and Retired the director of Japan Cycling Federation

As of June 26, 2023, our director, Yuhei Kuroe, has assumed the position of vice chairman of the Japan Cycling Federation (JCF). Also, on the same day, our CEO Shuntaro Watanabe resigned from the board of directors of JCF. For more information, please see the officer list on the website of the Japan Cycling Federation.

In 2016, I was appointed as Executive Director and Chairman of the General Affairs Committee and served two terms (four years) at Japan Cycling Federation. During this time, we have focused on making our finances and organizational operations more transparent, as well as working to adapt to the governance code for the Tokyo Olympics. In addition, through organizational restructuring, I have worked to create new competitions and make operations more transparent, especially for off-road events, and have worked mainly to revitalize BMX events as the executive director in charge of BMX.
On the other hand, over the past six years, I have become keenly aware that the most important thing for the Japanese Cycing sports scene is to popularize it, that is, to increase the number of sports cyclists and people who are interested in Cycing sports, and to foster a bicycle culture.

However, the JCF's most important duties are holding National Championships, selection of representative riders, and approve races as a JCF official race. However, the resources are limited and sometimes the federation couldn't focus as much as for the popularization activities these years. In addition, there are limits on budget and facilities, and what can be done is extremely limited. There are very few things that only I can do at JCF now, but I also realized that there will be very few things that I can do in the future.
Therefore, at the present time, rather than acting as an individual director of JCF, I would like to promote Cycing sports using the Keirin-jyo and the system there through Japan Cycle Sports Promotion Association (JCSPA) and JPF Co., Ltd. We decided to make this decision because we believe that promotional activities will contribute to the “majorization of Cycing sports in Japan”.
To that end, we believe that it is important to create a unique style centered on Keirin, Keirin-jyo, and Keirin riders, which are Japan's strengths. JPFwill continue to contribute to promote cycling sports in Japan by holding international competitions at the Chiba JPF Dome and implementing projects to promote and popularize cycling. In closing, I would like to express my deep gratitude to all of you for your support, which has allowed me to serve as a board member for three terms (six years). Thank you very much and we ask for your continued kindness in the future.

After serving as a JCF board member in 2019 and JCF managing director in 2021, I will assume the position of vice president in 2023. Since the year before the Tokyo Olympics, I have been the chairman of various cycling events, mainly off-road events.
Awareness of governance is increasing throughout the sports industry, and the cycling industry, including the cycling federation, needs to raise awareness of governance as well. This is my third term as a JCF board member, and at the same time Seiko Hashimoto (the head of Tokyo Olympics organizing committee) was appointed as a chairman from this year. Paris Olympics coming up next year, I will put the athlete first and improve the governance. Also I will focus on to build up a better relationships between the federation and athletes then continue to do my best to liven up the cycling scene.
